PEEKSKILL - A heavy downpour sent some morning revelers fleeing, but by noon hundreds had returned to Riverfront Green Park for the Peekskill Celebration, a two-day festival in its 12th year.

Mayor Mary Foster was among the 700 paddlers aboard dragon head boats, 41-foot vessels elaborately painted with dragon heads, scales and tails.

Foster said the success of the Peekskill Celebration has accentuated the importance of a city project that would stop flooding along the banks of the river and construct a four-mile walkway stretching from the north end of town to the Buchanan border with the tree-covered hills of Bear Mountain State Park as a backdrop.
